MEASURE G

On July 9, 2024, the Los Angeles County Board of Supervisors instructed County Counsel to prepare the necessary documents for a proposed Charter amendment, which was subsequently placed on the November 5, 2024, ballot and approved by voters. The amendment includes several key provisions designed to enhance governance in the County, with notable milestones set for 2026, 2028, and beyond.

By 2026, the amendment will require all non-urgency legislation to be publicly posted for at least 120 hours before the Board of Supervisors takes action. An independent Ethics Commission will also be established to investigate misconduct, enforce ethics laws, and develop public data portals related to lobbying and government ethics. In addition, an Office of Ethics Compliance will be created to support the Ethics Commission’s work.

By 2028, several major governance reforms will be implemented, including the creation of an elected County Executive with broad executive and administrative powers, except for oversight of the Legislative Analyst and Clerk of the Board. The County Executive is also responsible for the execution of all laws and ordinances of the County chief administrative officer except where such authority is vested in other County officers. An independent County Legislative Analyst will be established to provide nonpartisan legislative support to the Board of Supervisors on County policy issues. Additionally, the Director of Budget and Management will be appointed to oversee the County’s budget and fiscal matters.

By 2030, the Board of Supervisors will expand from five to nine members, with staggered elections to begin in 2032. Lastly, the Charter Review Commission will meet every ten years, starting in 2034, to review the County Charter and recommend necessary updates and improvements.

GOVERNANCE REFORM TASK FORCE

Los Angeles County is undertaking a significant governance reform, and community participation is essential to ensuring a smooth and transparent transition. To support this effort, the Board of Supervisors is establishing the Governance Reform Task Force (Task Force), which will oversee the implementation of the voter-approved Charter amendment while promoting transparency, accountability, and public engagement. The Task Force will consist of County representatives, community leaders, and residents, working collaboratively to guide key reforms and provide informed recommendations. This initiative presents a unique opportunity for individuals to contribute meaningfully to the future of Los Angeles County governance. Serving in an advisory role to the Board of Supervisors, the Task Force will convene by May 30, 2025, to provide timely recommendations that facilitate the amendment’s implementation. The Task Force will conclude its work no later than December 3, 2028, unless extended by the Board.
