MEASURE G
On July 9, 2024, the Los Angeles County Board of Supervisors instructed County Counsel to prepare the necessary documents for a proposed Charter amendment, which was subsequently placed on the November 5, 2024, ballot and approved by voters. The amendment includes several key provisions designed to enhance governance in the County, with notable milestones set for 2026, 2028, and beyond.
By 2026, the amendment will require all non-urgency legislation to be publicly posted for at least 120 hours before the Board of Supervisors takes action. An independent Ethics Commission will also be established to investigate misconduct, enforce ethics laws, and develop public data portals related to lobbying and government ethics. In addition, an Office of Ethics Compliance will be created to support the Ethics Commission’s work.
By 2028, several major governance reforms will be implemented, including the creation of an elected County Executive with broad executive and administrative powers, except for oversight of the Legislative Analyst and Clerk of the Board. The County Executive is also responsible for the execution of all laws and ordinances of the County chief administrative officer except where such authority is vested in other County officers. An independent County Legislative Analyst will be established to provide nonpartisan legislative support to the Board of Supervisors on County policy issues. Additionally, the Director of Budget and Management will be appointed to oversee the County’s budget and fiscal matters.
By 2030, the Board of Supervisors will expand from five to nine members, with staggered elections to begin in 2032. Lastly, the Charter Review Commission will meet every ten years, starting in 2034, to review the County Charter and recommend necessary updates and improvements.
Key Changes
BUDGET OVERSIGHT
Establish a Director of Budget and Management and mandate public budget presentations.
ETHICS COMPLIANCE
Establish an independent Ethics Commission and Office of Ethics Compliance.
ELECTED EXECUTIVE
Elect a County Executive accountable for the County's $45 billion budget.
NINE SUPERVISORS
Expand the Board of Supervisors from 5 to 9 elected members starting in 2032.
CHARTER COMMISSION
Establish a Charter Review Commission to meet every 10 years to review governance and the County Charter.
Effective Immediately
- Authorize suspension of elected County officers, including Board members, charged with felony violations of official duties.
- Require a "revolving door policy prohibiting former County officials from lobbying for 2 years post-service.
- Mandate County departments/agencies present budgets to the Board in public meetings before budget adoption.
- Ensure implementation of Measure G uses existing County funds with no additional taxes or costs to taxpayers.
2026
- Require all non-urgency County legislation be publicly posted for a minimum of 120 hours before Board action.
- Establish an independent Ethics Commission to:
- Investigate misconduct by County officials and enforce ethics laws.
- Review the County Code and recommend updates to the Board on ethics.
- Develop searchable public data portals on governmental ethics, including lobbying activities.
- Create an Office of Ethics Compliance, led by an Ethics Compliance Officer, to support the Ethics Commission.
2028
- Establish the Office of a County Executive elected every 4 years with powers to:
- Assume executive/administrative powers of the Board (excluding oversight of Legislative Analyst/Clerk).
- Fulfill duties of the County chief administrative officer as defined by state law.
- Appoint department heads (excluding Legislative Analyst/Clerk) with Board confirmation.
- Remove department heads, with reinstatement by two-thirds Board vote.
- Develop and submit annual budgets, with veto power over Board amendments (may be overridden by two-thirds Board vote).
- Lead County emergency response efforts.
- The Board will retain legislative and quasi-judicial authority and have powers to:
- Appropriate and authorize all County funds.
- Establish organizational rules, procedures, and committees.
- Oversee Legislative Analyst and Clerk of the Board.
- Authorize lawsuits with concurrence by the County Executive or by two-thirds Board vote if opposed.
- Create the position of Director of Budget and Management to prepare/administer the budget and promote efficiency.
- Establish the County Legislative Analyst, appointed/removed by two-thirds Board vote, to provide non-partisan support on County policy issues.
2030
- The 2030 Decennial Census.
- Creation of the County of Los Angeles Citizens Redistricting Commission to adjust the boundary lines of the County's Supervisor Districts.
2031
- Complete redistricting based 2030 Census data, including adjustment of boundary lines of the original 5 Supervisor Districts and the creation of 4 new Supervisor Districts for a total of 9 Supervisor Districts.
2032
- Elect a total of 7 Supervisors for 7 of the 9 Supervisor Districts ("SD") in 2032 (SDs 2, 4, 5, and new SDs 6, 7, 8, 9).
- 2 of the 7 Supervisors, selected at random following 2031 redistricting, will serve a 2-year term, which would not count towards term limits in the County Charter. These 2 supervisorial seats will be up for election in 2034.
2034
- 4 Supervisors to be elected in 2034 for a full 4-year term (SDs 1, 3, and the 2 SDs randomly selected for initial 2-year terms), followed by 5 Supervisors to be elected full term in 2036 (SDs 2, 4, 5 and remaining 2 SDs that had initial 4-year terms).
- Establish a Charter Review Commission to meet at least decennially (i.e., every 10 years) to review Los Angeles governance and County Charter, and make recommendations to the Board, which the Board must place on agenda for vote no later than 90 days after transmittal.
2036 and Beyond
- 5 Supervisors to be elected full term in 2036 (SDs 2, 4, 5 and remaining 2 SDs that had initial 4-year terms).
- Staggered full term elections of 4 Supervisors and 5 Supervisors in even-numbered years going forward.
